Hello,
I am currently translating international/Romanian.wml from the webpage
into German. The updates added (amongst other) the following sentence:
<p>The use of correct diacritics was legiferated in Romania.</p>
I searched several dictionaries (both online and on dead trees) but
could not find the word "legiferated" (or legiferate)[1]. Could some
native speaker enlighten me what this sentence means?

[1] Searching with google turned up mostly non-english texts, and
those who were english seemed to be of rather poor language
quality ...
