The kernel team cannot help with what is available on the website, for
that you'll need to contact the www team. However, you can find the
changelog here:
svn cat svn://svn.debian.org/svn/kernel/releases/linux-2.6/2.6.18.dfsg.1-18etch6/debian/changelog
And also, of course, in /usr/share/doc of any of the associated debs.
