Sorry, i was a bit hasty...

CONFIG_PARPORT_SERIAL also needs
CONFIG_PCI, which in turn seems to
need CONFIG_PCI_GOANY, CONFIG_PCI_BIOS 
and CONFIG_PCI_DIRECT

I tool a look at parport_serial.c and
it does indeed seem to make rather
a lot of use of PCI calls.
