As far as I know is kde4.debian.net a page for lenny-backports (stable).
http://pkg-kde.alioth.debian.org/kde4.html is for kde in testing and unstable debian installations.
Both are still valid, although they are a bit outdated. KDE reached 4.3.1 in the unstable repos. Don't know for testing repos and haven't tried any backports.
They both target something different.
