The first one is related to backports, ie: KDE4.1 on Lenny the latest 
Debian stable release.
The second webpage is referred to testing/unstable. The information 
there is a little outdated, and from what have been told on this list, 
they are searching for someone to keep it updated. Are you that 
"someone"? ;)
