It seems there's a known bug filed at bugs.kde.org :

It describes what sounds like exactly the same problem, originally filed
against KsCD 1.4.1 on KDE 3.2.3 on Debian testing (Sarge) in Nov.2004.
There are 3 confirmations from other people, the latest in July 2006 against
KsCD 1.6 on Debian testing (Etch). There is some suggestion the bug prevents
*data* DVDs from being read while KsCD is loaded (I haven't tried that).
Bizarrely, the bug status is marked "UNCONFIRMED" despite 3 other people
confirming it ... how can that be ? I guess despite this means nobody's
working on it, despite it being assigned to Aaron Seigo.
I'd like to add another confirmation, but I'd *really* like to be able to say
either "I'm the only Formal Release Sarge user reporting this", or "At least
n other Debian users have confirmed this" ... so, er, which is it ? Could
some other folks reading this please just say whether this happens or doesn't
happen for them ?
(Maybe you all use Amarok, and hardly anyone uses KsCD ...)
