So maybe change the last sentence to :
Note that for regular users to use media in conjunction with HAL, they must
be members of the plugdev group (permanently, not through
/etc/security/group.conf).

As for me, I will have to tweak a bit the way our user/group database is
managed, but now that the problem is understood, I can correct it :).
