You have to set up your /etc/environment -- replace cs_CZ with your national
locale:

LANGUAGE="cs_CZ:cs:en_US:en_GB:en"
EDITOR=vi

LANG=cs_CZ.UTF-8

(of course you don't have to set EDITOR variable) and THEN run
dpkg-reconfigure locale.
