Kopete probably does this to not have to keep the passwort in unsecure memory.

_That's_ a bug then, there is no obvious reason to limit it to any other scale 
but seconds.

If you are in such a hostile environment, you probably should get used to 
locking the desktop (Ctrl+Alt+L here).
