Forgot to mention that I have also tried the dpkg approach i.e. go to the site to download the latest version .deb file and do 'dpkg -i' but ran into dependencies problems. 'apt-get install' is still the best method. I have checked through Debian list of non-US mirror sites but the one you recommended is not there. I've checked Debian. Will keep you informed.
