I too have the same problem (I don't use KDE, but I've been asked to set
it up for someone else).  Running sid, installed kde-i18n-fr, configured
KDE, but all apps are still in English.

I've confirmed that ~/.kde/share/config/kdeglobals is set up correctly:

  [Locale]
  Country=ca
  Language=fr:en_US

I've also installed locales, and generated the fr_CA and fr_FR locales,
but that didn't help.

Strangely enough, the documentation (or at least, the parts that have
been translated) is indeed displayed in French; it's the locales portion
of kde-i18n-fr that just doesn't kick in.  Nevertheless, running e.g.
kedit *will* load /usr/share/locale/fr/LC_MESSAGES/kedit.mo, as
confirmed by strace.  Why it's not being used is beyond me.

I also got the same results with kde-i18n-ja, so it's not specific to
one package or language.
