Sorry to reply to my own mail. Solved the problem by doing:
# cd /var/cache/apt/archives
# dpkg -i --force-overwrite kdelibs-data_4%3a3.2.0-0woody1_all.deb
# apt-get upgrade

Packaging probably still should be fixed though...

Rest of update went smooth. 3.2 looks great! (What's all this red text ... is 
kMail doing spell checking on the fly now? ... wow!)

Just a few little things I have noticed:
- Application buttons in Panel for Konsole and Konqueror are broken
  - when clicked I get "The desktop entry file
    /usr/share/applnk/Internet/konqbrowser.desktop has no Type=... entry." 
  - when I open properties I get "The file
    file:/usr/share/applnk/Internet/konqbrowser.desktop doesn't exist"
  (fixed by manually adding the buttons and deleting the old ones)
- I seem to have lost some customization:
  - changes in toolbar for kMail are gone
  - Tab bar for Konsole was set to top, is now bottom again
