 # dpkg -i --force-confmiss kdelibs-data_4%3a3.1.5-1_all.deb

Will solve the missing ui_standards.rc problem.

For reference, one could remove (purge) the package and re-install it 
using:

  # dpkg -P --force-depends kdelibs-data
  # dpkg -i kdelibs-data_4%3a3.1.5-1_all.deb
