If I search package.debian.org for STABLE for postgres.h:
usr/include/postgresql/server/postgres.h devel/postgresql-dev

usr/lib/pike7/7.0.361/include/postgres.h non-us/pike7-pg
If I search package.debian.org for TESTING for postgres.h:
usr/include/postgresql/server/postgres.h libdevel/postgresql-dev
usr/lib/pike/7.2.526/lib/include/postgres.h interpreters/pike7.2-pg
usr/lib/pike/7.4.27/lib/include/postgres.h interpreters/pike7.4-pg
usr/share/pike/include/postgres.h interpreters/pike0.6-pg
If I search package.debian.org for UNSTABLE for postgres.h:
usr/lib/pike/7.2.526/lib/include/postgres.h interpreters/pike7.2-pg
usr/lib/pike/7.4.31/lib/include/postgres.h interpreters/pike7.4-pg
So it looks like the file was accidentally (??) removed from postgresql-dev.
You might take a look at the change log and bugs for postgresql-dev.
