ach@lost(1) ~ $ dpkg -S /usr/bin/moc
libqt3-dev: /usr/bin/moc

In general:  When you do not know which pkg contains
a file:   'Goto Search the contents of packages' at
http://www.de.debian.org/distrib/packages. Search for
bin/moc.  And check what pkgs contain what you are
searching.
