A little history:

Package: kde-i18n-engb
Priority: optional
Section: x11
Installed-Size: 4028
Maintainer: Noel Koethe <noel@debian.org>
Architecture: all
Source: kde-i18n
Version: 4:2.2.2-3
Replaces: kdebase-i18n, kde-i18n
Provides: kde-i18n
Suggests: kdebase, kde
Conflicts: kdebase-i18n

Package: kde-i18n-engb
Source: kde-i18n
Version: 4:3.0.3-1
Priority: optional
Section: x11
Maintainer: Christopher L Cheney <ccheney@debian.org>
Suggests: kdebase, kde

Thus, I surmise that you should try and install kde-i18n-engb, not
kdebase-i18n (which used to be a virtual package). Please let us know if this
solves the problem (can you use Drag'n'Copy with this package installed?)

Thanks
