libarts1 breaks binary compatibility with libarts, hence the soname increase.
You will have to:
a) compile the packages you want against libarts1
b) install third party packages which have been compiled against libarts1
or c) what until libarts1 is in unstable and Debian packages get compiled
against libarts1
