What about:

josef@noosphere ~ $ dpkg -S GL/glu.h
xlibmesa-dev: /usr/X11R6/include/GL/glu.h
xlibmesa-dev: /usr/include/GL/glu.h

The real question (to the maintainer) is now, why the package containing the 
qt headers has no dependency on the ones containing the OpenGL headers :)
