missing menus

Just got 3.0.2 installed, and have found that many kde apps have certain menu
bar items either missing completely, or "No text!" displayed in place of what
should be there. Big problem in Kmail. There is no Settings option on the
menu bar. In it's place, "No text!" The submenu it produces has
double entries for Filters and Pop Filters. But no way to set any
network/user items. Another example is kedit, the only menu bar option is
"Edit" so no way to load or save a file. The install was remarkably clean,
no errors or blown dependencies at all. Is this a function of the unstable
status, or am I missing something else?
