No, it's not a function. Here it works all right, with all menus and 
everything that makes kde great ;-) Perhaps you forgot one or the other 
module? Have a look at the directory you're getting the deb's from, and do 
something like

apt-get install kdebase kdelibs4 kdenetwork ...
