I do not think this that the debian/rules file does have this great effect to 
the survey.
A quick search on google turned up some cvs entries but not to much.
As debian.org doesn't list all files in the package there is no big pool of 
debian/rules files on the internet.

But if the other distributions come to close, this a opertunity to think 
about ;-))
