"better" is in the eye of the beholder. Or is it?

Then galeon & co do change fonts? Konqueror and all KDE apps just embed the
fonts in the postscript code, which is most portable (you don't need the
fonts installed on the machine where the page is rendered to the printer,
for one thing).

So maybe Galeon replaces some fonts with fonts that look bad on screen (and
you didn't set them up to be used on screen) but look better on a printer,
and Konqueror is just being 'honest'?

AFAIK Konqueror _rescales_ the image to a size so it fits on a page (width,
most importantly). It doesn't change fonts. AFAIK.

I think this is supposed to be a feature. If you don't like it please go to
bugs.kde.org and file a bug, perhaps a wishlist bug. Include concrete
examples, the KDE developers don't respond to "something here somehow looks
bad" reports.
