Lets take a look...

[root@dsl01]~$ apt-cache search apt-proxy
apt-proxy - Debian automatic partial mirror builder
[root@dsl01]~$ apt-cache search apt-move
apt-move - Move cache of Debian packages into a mirror hierarchy

It's hardly surprising if you haven't installed them. Both have man pages.
