I do here, see the € (Euro) and can also type it. This mail is charset 
iso-8859-15, so it should display alright for you.
What is my current configuration (for Germany):
/etc/environment:
LANG=de_DE.ISO-8859-15
LC_ALL=de_DE
LANGUAGE=DE_DE
LC_CTYPE=de_DE

/etc/locale.gen:
en_US ISO-8859-1
de_DE ISO-8859-15
de_DE@euro ISO-8859-15
de_DE.UTF-t UTF-8

/etc/X11/xkb/symbols/de:
from:
    key <AD03> {        [         e,    E               ],
                        [  EuroSign                     ]       };
to:
[...]
    key <AD03> {        [         e,    E               ],
                        [  currency                     ]       };
[...]

The upper did not work, the lower one works. You have to care of that on 
_every_ upgrade. EuroSign probably only works with Unicode, don't know.
Then simply select the -15 fonts (quite hard because almost not app uses the 
global defaults in a usable fashion) and all works :-)
