You can create an entry in
~/.kde/share/apps/konqueror/servicemenus/

Ex.: shred.kdesktop

[Desktop Entry]
ServiceTypes=allfiles

Actions=shred

[Desktop Action shred]
Name=Shredder
Name[de]=Reißwolf
Icon=dont_know.png
Exec=/usr/bin/shred %F
------------------------------------

Now you've the Shredder option in your popup menu.
