This is normal, look more closely ;)
Lock at the system tray to the left of the clock in kpanel.  A little
flag with the 2 letter country code will show up there.

If not maybe you need to define at least one additinonal keyboard layout
in kontrol center -> peripherals -> keyboard

Tested with testing+ kde 2.2.1 from unstable and with an unstable
installation (with us + de keymap).
