How do i disable sftpserv?

I have installed ssh and sftp on my potato box.

Packages ssh_1%3a2.3.0p1-0.11_i386.deb and sftp_0.9.5-1.0.1_i386.deb.

I've installed them using apt-get with the following apt source line in
/etc/apt/sources.list:
deb http://kde.tdyc.com potato main crypto optional qt1apps

Now, according to the default configuration of the ssh server, the
sftp server should be disabled:

# Uncomment if you want to enable sftp
#Subsystem sftp /usr/lib/sftp-server
#MaxStartups 10:30:60

But when i try to connect to my server using sftp(client), it acually
does start sftpserv, and everyone just can log in using sftp.

This is with standard configuration, i have not changed the configuration
myself.

As additional information, sftpserv appears not to be running
stand-alone. It is started when someone tries to connect to my server
using sftp (just like a mailserver which is started using inetd or
something).

Am i doing something wrong here?

Or, does anybody know how to actually disable the sftp server?
