I don't see why ... isn't that already the case? If you select task-kde in
dselect, you'll see a whole list of dependencies/recommendations/suggestions
showing up and each of those packages explains what it does (and 
search for it). If you complain about the lack of information in apt-get
(that's true, but it's perfect for updates), use an interface like
dselect/console-apt/aptitude.
