Alioth project & wiki

Thanks for setting up the alioth project and wiki at
http://debianjr.alioth.debian.org/ for us.  I have added a bit of
material to it today.  In particular, you'll find the beginnings of a
programming HOWTO, as I feel that's an area where children need the most
guidance.  I welcome contributions.
