Not sure, at least the webserver logs indicate that it was never translated via the DDTSS so... What has changed is that Michael applied some patches to the DDTS which fixed various issues relating to packages getting into a state where they couldn't get translated or having the wrong priority. Sometimes packages with a high priority got left behind, it's possible this one was stuck and just got released now.
