Spellchecker fixes and status

Hi,
I just committed the changes which should make sure that master files
are spellchecked only if necessary (you have to wait until 28/01 run to
see it).
This should reduce the size of the output files (from ~ 7.7 MB to ~ 4.8
MB) and should fix the problem of unknown words counted twice.
It should also prevent translators from committing changes on po files
and master file.
Here's the situation after 10 days since the announce:
