looks like we completely forgot about this issue, which prevents uploads
of packages which also have a hugs package. This includes packages high
in the tree such as binary and utf8-string.

I filed a bug at:
http://hackage.haskell.org/trac/hackage/ticket/633
I hope we get a fix soon. This would then need to be applied to the ghc6
package (which ships cabal).
