There is an chicken-and-egg problem, where we can't 
have a widely accepted policy about library package naming
until we have the policy applied widely.

We're getting there, so please follow the practice 
documented in libpkg-guide (I don't think policy tries to 
be clear on what it says), for new packages, 
and leave existing packages as they are.
