The root cause of the bug I have seen has turned out to be a glibc bug
after all. There was a bug in the wcpncpy() function that was corrupting
memory. The various workarounds I'd found, from undefining a
preprocessor symbol, defining LC_COLLATE in my environment, or using
LANG=en_US in my environment do solve my problem, but the real fix has
been added into CVS glibc. The glibc mailing list has the details.
