Bug#345310: Missing leap second on 2005 December 31, 23h 59m 60s in "leapseconds" file

IERS [1] has scheduled a leap second at midnight from 2005 to 2006.  
It was announced by Bulletin C #30 as of 2005 July 4 [2]. On most  
systems people might not care about a precise local time, but on many  
others accurate UTC time *and* local time adjustment is essential.

This can be fixed by adding the following line (and probably updating  
some comments) to the file timezone/leapseconds:

Leap    2005    Dec     31      23:59:60        +       S
