It looks like you added
ja_JP.eucJP eucJP
instead of
ja_JP.eucJP EUC-JP
in your /etc/locale.gen.
As told in locale.gen(5), you have to select charsets amongst those
found under /usr/share/i18n/charmaps.
Hmmm, wait a minute, there is a typo in this manual page, here is a
patch.
