Bug#196177: Mktime, -1and PHP && mktime mishandles dates before 1970
This bug is still a problem in 2005 with Sarge frozen...

Bug 220006 should also be merged with this one:

Sigh... Would someone post what the hold-up is to one of these bugs? It
seems silly to have a bug like this open for so long without some kind
of justification for why it is being kept open. Especially since the guy
who posted bug 196177 even included a test program to illustrate the bug
and a link to exactly where the problem occured in the gnulib cvs.
