Seems to work now. I tried with netinst image from 18-01-2005.

I reinstalled today with netinst installer from 18-01-2005, and now I was
NOT prompted for locales to generate..
Hmm.. what's the correct behaviour? Should locales package ask and generate
the locales, or is it left for the user to run "dpkg-reconfigure locales" manually?

I selected language English and Finland as Country.

Debconf priority was the default..

I selected a couple of en_US (with iso-8859-15 and utf8) and fi_FI (with
iso-8859-1, iso-8859-15, utf-8 and utf-8@euro)
