Bug#246270: locales: byn_ER.UTF-8 cannot be generated

byn_ER.UTF-8 cannot be generated because iso-639.def is outdated.
Upstream change is
http://sources.redhat.com/cgi-bin/cvsweb.cgi/libc/locale/iso-639.def.diff?r1=1.12&r2=1.13&cvsroot=glibc
and I believe that the attached (hand edited and thus error prone,
please check it carefully) patch fixes its generation.
