emacsen-common: re-compilation of depends packages is not needed.

I propose that
1. emacsen-common should not be re-compile depends elisp package.
2. If re-compilation is needed, should be in emacsen-install script.
for examples. (compile == byte-compile)
Here are two elisp packages "apel" and "flim".
flim depends apel.
flim: not installed.
We will install flim package in this system, then emacsen-common
will re-compile apel.
I think that not need re-compilation of apel, also any other elisp
packages situations maybe.
Indeed flim needs compiled apel, but not needs re-compilation of
already compiled apel.
I think, this problem is very important so that elisp compilations
need many system resources. Hard for poor machines.
