this should work.
And I have just checked, for me password login works.

I can't remember doing something special (beside adding an ssh-key) but
maybe ssh access is restricted by default and you need to join a project
first. Anyway alioth admins should know.

I would suggest to write an email to admin@svn.debian.org and ask why
you can not checkout using svn+ssh.
