even if the problem still persist, the current workaround works. 

the workaround is 
 Stop every service that is supposed to be stopped in runlevel 1
 Do some extra check on som services  (slapd, portmap, apache), 
   even try to kill them 
 restart network
 Start every service that is supposed to be started in runlevel 2
