Yes. But not all of it together.
Problem in asking the question so vaguely is that fans of every major
CMS/Wiki/whatever feels their system is "good enough" for your needs.

Fan of wiki and Debian maintainer of MoinMoin used at the german
Skolelinux site (which is somewhat userfriendly, supports online
web-based non-wysisyg editing, supports emails of changes and stores
data as flat files on a regular filesystem, supports non-web editing
through an WikiRPC, but does not support CVS-like accumulated offline
changes).
