I always add the next-release version number when I create a dummy
changelog block.  When I make releases, I change the version number to
reflect the number I want the package to have.  So, you should not
read anything special into my choice of numbers, and just use the
<last-released>+svn<svn-revisionnumber> version when you (or anyone
else) make a new test release.
