I certainly understand your concern.  However, as an English speaker there
is only one list and it is very technical.  So much so that I believe it is
not suited to beginning administrators (ie teachers) who don't understand
the existing posts and feel they don't want to annoy developers with a
basic question.  

There is also the question of whether this separates the developer too much
from user questions.  In that case, either developers can lurk on the new
list too or at worst I suppose all mails could be cc'd across.  It seems
clear to me that there is currently no "newbie" type conversation on
debian-edu.  If this were to change a lot (though I don't believe it will
as things stand), I suspect some developers might start asking for a
separate list.

What I'm looking for I think corresponds to the "bruker" list, but in
English.  I think perhaps I will wait just a little longer until I know
there are one or two beginner administrators to join it.
