Bug#295752: marked as done ([DPKG-PARSECHANGELOG] replace "Maintainer" with "Changed by")

dpkg-parsechangelog parses the developer's name and email as
"Maintainer". It may well be an Uploader or a Non-maintainer making
the change. Thus, I suggest using a different label, such as
"Changed by".

Sadly this would appear to be "hysterical raisins".  Too much relies on
these field names and values to change them now.

If you like, think of it as the "Maintainer according to the changelog
entry parsed".

The correct values are placed in the correct fields in the files that
matter.
