Bug#298585: /sbin/start-stop-daemon: start-stop-daemon --stop --pidfile doesn't delete pidfile

When start-stop-daemon is run with --stop and --pidfile, it does not
delete the old pidfile.  If it is subsequently run again, even if the
original process is not running, start-stop-daemon will still use the
old pidfile and attempt to kill the process again.  This can lead to
inadvertantly killing an otherwise unrelated process that happens to
have the same pid tha the daemon referenced in the pidfile used to have.
