This bug has nothing to do with apt.
1. User runs dselect update. The result is a valid available file,
containing Package: foo, Version: 1.0-1, Filename: .../foo_1.0-1_all.deb
2. User installs package foo, version 1.0-2 with dpkg --install. The result
is an invalid available file, containing a stanza with Package: foo,
Version: 1.0-2, Filename: .../foo_1.0-1_all.deb
