Rsync also has unholy speed and resource problems. All the Debian.org
servers have a 10 connection limit on rsync for exactly that reason. rsync
was not ment for a 1 off type of thing.

Someone needs to create a low overhead server that implements the rsync
method - perhaps encapsulted in something like HTTP..
