Looks like english from here. Perhaps you
need to set your browser language default setting to English(EN) rather than
English(US) or English(GB)?
Also the standard way Debian does their webpages
seems to be xxxx.en.html, xxxx.fr.html, etc. I just checked and you can
definately force it to English by going to http://www.debian.org/releases/2.2/i386/install.en.html
I always end up with Polish, if it's any
consolation.
